The global workforce is entering a new phase, shaped not only by advances in AI and digital collaboration, but by a fundamental shift in how organizations define and evaluate talent.

The 2026 TOEIC Global English Skills Report, based on insights from more than 1,300 HR decision-makers across 17 countries, highlights a clear evolution. English proficiency is now more than a capability that supports work; it is a measurable, strategic input into how work gets done.

What matters now is not only that communication skills are important, but that organizations are building the systems to assess, scale and act on them.

The Rise of Measurable Human Skills

As the nature of work becomes more global and technology-driven, employers are placing greater emphasis on skills that translate across roles, markets and platforms. Communication sits at the center of that shift.

At the same time, expectations are changing. Organizations are no longer relying on proxies like degrees or years of experience to infer readiness. They are looking for clearer signals.

The report shows that 84% of employers expect increased investment in English assessment and education within the next five years. This reflects a move away from intuition toward more structured, data-informed approaches to talent evaluation. Communication is becoming something that can be consistently measured, compared and developed at scale.

A New Layer in the Workforce Stack

As companies invest in AI, cloud infrastructure and data systems, another layer is emerging alongside them. This layer is less visible but just as critical, it is the language layer.

This layer enables employees to interact effectively with AI tools, collaborate across borders and communicate with customers and partners in real time. Without it, even the most advanced technologies struggle to deliver value.

Accrording to the report, more than half of organizations say keeping up with AI is a pressing challenge, and 81% report that AI adoption is increasing the need for English proficiency. 

Rather than reducing the importance of communication, AI is raising the standard for it. Clear input, strong judgment and the ability to interpret outputs are becoming essential to unlocking the full potential of these tools.

Policy, Pipeline and Competitive Advantage

This shift is also being shaped by changes in education and policy. According to the report, 53% of employers expect governments to introduce minimum English proficiency requirements in secondary education within five years.

Where these policies are already in place, the impact is measurable. Employers report stronger workforce performance, higher satisfaction with employee capabilities and fewer business disruptions tied to communication gaps.

This alignment between education systems and workforce needs is creating a more consistent pipeline of talent that is prepared to operate in a global environment. It also highlights how communication skills are becoming a shared standard, not just an individual advantage.

From Hiring Tool to Strategic System

As these trends converge, assessment is taking on a broader role.

What was once used primarily for screening candidates is becoming a system that supports decision-making across the entire talent lifecycle. Organizations are using assessment to better understand workforce capabilities, guide development and enable mobility across teams and regions.

The report shows that organizations using standardized assessments report stronger outcomes in areas such as productivity, growth and employee engagement.

This is why assessment is moving closer to the core of workforce strategy. It provides a consistent and trusted signal in an environment where traditional indicators of readiness are no longer enough.

Designing for What Comes Next

For leaders, the challenge is no longer about recognizing the importance of communication. It is about designing systems that support it at scale.

This requires a shift in mindset. Communication must be treated as a core business capability, embedded into how organizations hire, develop and deploy talent.

It also requires new questions. What does communication readiness look like in an AI-enabled organization? How can it be measured consistently across roles and regions? How should those insights inform workforce planning and investment decisions?

A Foundation for the Future Workforce

The future of work will be defined by integration. AI systems, global teams and digital platforms will continue to reshape how organizations operate. Success will depend on how effectively people can connect across these environments.

English proficiency is becoming a foundation for that connection. Assessment is what makes it actionable.

In this next phase, communication is not just a skill that supports work but a part of the infrastructure that enables it. Organizations that recognize this shift and build accordingly will be better equipped to adapt, compete and grow in a rapidly evolving global economy.
