Then, present the list of tasks to the client.

You have 2 options when presenting the list:

Present a short list to the clients based on the Low Boundary and High Boundary presented below. Please note that if the proficiency selections across the areas in Stage 1 did not vary (e.g., A, A, A, and A), you will only be presented an average.
Present the entire list to the client if you prefer to show more information and to be more comprehensive.

Using the list you have identified, ask the client to imagine a test taker with the absolute minimum level needed for their particular purpose.

Then, focus on one of the descriptors in the list (you could start with the average level presented below). Could a test taker with an acceptable minimum level of listening/reading/speaking/writing skill complete that task?

If the answer is “Yes,” move to a more advanced (higher number) descriptor. Continue the process.
If the answer is “No,” move to a less advanced (lower number) descriptor. Continue the process.

Please continue this process until you identify several consecutive “No” responses. The lowest-numbered “Yes” response is the “lowest level of reading necessary.”

It is possible that a client may respond “No” to a descriptor, and then “Yes” to the lower-numbered descriptor. The goal of Stage 2 is to identify the descriptor that is best aligned with the client’s view of the absolute minimum acceptable level of reading skill, so please stay focused on that goal and use your best judgment in cases where adjacent descriptors may lead to conflicting judgments.

Stage 2: Identify Preliminary Cut Score
